The size depends on what each page holds, and all shapes on a page share one scale so they match when cut out. In the full letters-and-numbers PDF the W is the widest shape and brings everything down to 132 mm; here, without wide letters, the numbers reach 140 mm.
So this sheet is not the same as printing only the number pages of the letters-and-numbers PDF.
Use A4 paper. Print at 100 % or “Actual size”. Try one page first.
“Fit to page” changes the measurements. If you print from the browser, turn off headers and footers. To keep the size, print the PDF.
Are all numbers the same size? Within each format they share one scale, but not all have the same height: numbers with round strokes, like 8, go a little above the reference height.
Do they work as paint stencils? They are outlines to cut out or trace. 0, 4, 6, 8 and 9 have closed holes, and these sheets do not have the bridges that hold those holes in a stencil.
Can I color them in? Yes. The inside is left empty.
Are there counting or addition charts? No. These sheets only have the outlined numbers.
Could you print it and use it as you wanted?
